Zong was a close second with 128 compliant benchmarks and topped Karachi West, while Ufone met 121 and Telenor 112. The survey covered April to June 2026.

Best mobile network in Pakistan by city

In Hub, Abbottabad, Faisalabad and Rawalpindi, all four operators met all 12 indicators.

Key findings

  • Coverage: Jazz, Zong and Ufone met the 4G signal-strength benchmark in all 11 cities; Telenor met it in only five.
  • Speeds: Jazz recorded the highest auto-mode download speed in nine of 11 cities, while Zong led upload speed tests.
  • Calls and SMS: Jazz passed all 55 voice quality checks; Jazz and Zong both met all 22 SMS requirements.
  • Scale: PTA’s teams made about 27,300 voice and SMS tests and analysed about 190,000 mobile broadband samples.

Telenor’s weaker results come as its network is being merged into Ufone, a process PTA approved earlier this year.

What happens next

PTA shared the findings with the operators and directed them to fix shortcomings within 30 days, according to Digital Pakistan. The regulator is also inspecting telecom sites; it checked 115 telecom sites in one week in October.

How to choose a network

A city-level ranking is a good starting point, but even the best mobile network in Pakistan on paper can be weak on your street, because coverage varies block by block. Ask neighbours which network works best at your home and workplace, and test a SIM before porting your number. If you want 5G, check our 5G in Pakistan report.
