HEC Degree Attestation Online 2026: Fee, Process and e-Certificate
HEC degree attestation is fully online since 11 May 2026. Fee is Rs. 3,000 per document; how to apply on eservices.hec.gov.pk and get the e-Attestation Certificate.
HEC degree attestation is now fully online. Since 11 May 2026, the Higher Education Commission has replaced its old walk-in and courier process with a paperless Degree Attestation System on eservices.hec.gov.pk. The fee is Rs. 3,000 per document, paid through 1-Link, and you download an e-Attestation Certificate instead of getting a stamp on your degree.
HEC degree attestation fee
| Document | Fee |
|---|---|
| Degree | Rs. 3,000 |
| Transcript | Rs. 3,000 |
| Provisional certificate | Rs. 3,000 |
| HEC equivalence letter | Rs. 3,000 |
The fee is listed on HEC’s Degree Attestation page. The portal adds up the total based on the documents you select, so a degree plus a transcript costs Rs. 6,000. HEC warns that a fee paid for a wrongly selected document is not refunded or transferred, so select carefully.
What changed on 11 May 2026
- No office visit: you no longer visit HEC or courier original documents. Applications can be submitted 24/7 online (APP).
- Originals only: HEC attests original degrees. Photocopies of educational documents are not processed in the new system.
- Online university checks: applicants upload documents for HEC scrutiny and verification by their university (The News).
- e-Attestation Certificate: the final certificate is downloaded from your HEC account and can be verified online.
- Old attestations remain valid: documents attested by HEC before the new system can still be verified on HEC’s website.
How to apply for HEC degree attestation online
- Sign up or log in on the HEC e-Services portal. Make sure your name and CNIC details match your academic documents.
- Select Degree Attestation from the menu on the left of your dashboard.
- Choose only the degree programme you need attested and enter its details, such as title, session and roll or registration number.
- Select the documents to attest (degree, transcript, provisional certificate or equivalence letter) and upload clear scans.
- Pay the fee through 1-Link using the consumer number shown on the portal, then return to the portal to verify the payment and submit.
- Track progress by SMS and email. After university verification and HEC review, download your e-Attestation Certificate.
If you applied under the old system
HEC said applications that were already submitted and paid under the previous walk-in or courier method would be processed the old way only until 30 June 2026. Applicants who had not paid the fee under the old system were told to apply again through the new online portal. If you are unsure about an old application, check its status on your HEC account before paying for a new one.
Tips for a smooth application
- Upload clear, full-page colour scans; blurry or cropped scans can delay verification.
- Pick the exact degree title your university uses, since the list can show several similar entries.
- Keep your consumer number and payment receipt until the certificate is issued.
Who needs it and what it means for students
HEC degree attestation is commonly needed when you apply for jobs, higher studies or visas abroad; check what your employer, university or embassy requires. Students applying for foreign admissions or work visas should start early, because the university verification step takes time. Before applying, check that your university has issued your final degree, since only originals are attested.
